Lord Justice Thomas gave the St David’s Day lecture for the Wales Governance Centre at Cardiff University earlier this month, entitled ‘Our Changing Governance Structures: Clarity and Confidence’. Sir John Thomas is now a Lord Justice of Appeal, and was formerly (among other things) presiding judge for the old Wales and Chester Circuit. In it, he considers the legal implications and effects of devolution in Wales and examines whether there is an adequate basis for further devolution of courts and legal functions, given how devolution has developed since 1999.
